Television broadcast of U.S. President Richard Nixon's speech from the White House in Washington DC, United States on withdrawal of the remaining U.S. troops from Vietnam on 29th March 1973 during the Vietnam War. President Nixon speaks about progress that the U.S. has made towards peace and the end of the Vietnam War. He says that the United States should not reduce its defense budget. He speaks about negotiations with the Soviet Union regarding elimination of nuclear arms. He says that cutting down defense budget before the negotiations would increase the danger of war and there should be mutual reduction in defense. President Nixon says that the U.S. should maintain its strength.
USS Oriskany (CVA-34) off coast of Vietnam. Sailors working in area underneath flight deck, as water cascades from hoses above. They take a refreshment break. Water with foam flows across decks. Sailors carry more hoses and firefighters enter area where fire still lingers. Several sailors struggle to hold down and control a high pressure water hose.
Vietnamese men, women, and children escaping during fall of Saigon as it is taken by North Vietnamese at the end of the Vietnam War. Vietnamese civilians cross flight deck from a UH-1 helicopter that brought them to the USS Midway. Sailors push the helicopter overboard. Another UH-1 flies over a small U.S. Navy launch and the helicopter ditches in the sea. The launch moves in to pick up evacuees from the water.
Genevieve de Galard returns to France. She was a French nurse stationed in Hanoi and flew in casualty evacuation flights. She was named as the "Angel of Dien Bien Phu". Evacuated casualties from the battle of Dien Bien Phu carried to a van in Hanoi. Views of Galard, who refused freedom to stay with the wounded Communist captives. Galard flies to Paris and is welcomed by her mother. Large crowd gathers for welcoming her. She addresses the press.
557th Millitary police company guards a highway. Traffic consisting of two,three and four wheelers move on the highway. A policeman and a police jeep is on the side of the highway. He stops a truck loaded with drums and pulls it to the side of the road. He checks ID papers of the driver and allows him to leave.
