Smoke rises from the East bank. Scene shifts to more German soldiers, stacking arms on the pile of rifles, as they walk onto the bridge. Back on the West bank, the Russian soldier continues his antics.

A teletype message is sent to affected East Coast stations, issuing small craft warnings due to approaching storm. Coast Guard station receives the message and dispatches patrol boat to warn boaters in the bay. They intercept the little sail boats and hail them with instructions to return to the harbor. The storm arrives bringing strong winds and waves at the waterfront.
