U.S. 65th Congress opening its First Session in Washington DC; women's suffrage leaders gather.
Glimpse of the U.S. Capitol dome. Members of Congress and associated staff and other persons are seen gathering in front of the U.S. Capitol in Washington, DC , on April 2, 1917, for the first session of the 65th U.S. Congress of the United States (following a special session in March). Many people sit on the steps and others gather in clusters. Scene shifts to Jeannette Rankin, Republican representative from Montana, and the first woman elected to Congress. She and a man are trying to unfold a large American flag before the camera. Soon two more men help and they hold the flag spread out as Representative Rankin poses in front of it. Next, James Beauchamp "Champ" Clark, Democratic representative from Missouri (who would be elected Speaker of the House) shakes hands with James Robert Mann, Republican representative from Illinois, who served as House Minority Leader from 1911-1919. Elsewhere in Washington, Jeannette Rankin stands with suffragist Carrie Catt (sometimes also called a suffragette), in the back of an open car in front of the Washington D.C. headquarters of the National Woman's Suffrage Association. Rankin holds a bouquet of flowers. An American flag is displayed nearby. Next the car is seen pulling away, causing Rankin to fall back and sit, from where she was standing, in the back seat. Two more cars full of women follow. A cordon of police officers begins to move a crowd back, and two mounted policemen direct people away from the Capitol buildings. (Note: In this first session of the 65th Congress, on April 2, 1917, President Woodrow Wilson asked Congress to declare war on Germany.)

German submarine UB-35 leaves port on mission during World War I
Early slates allude to failed attempts at peaceful resolution of issues between Germany and England, in World War 1, and the Kaiser's consequent decision on February 1, 1917, to intensify German submarine warfare against Britain. Slate refers to Churchill's admitted concerns expressed in the "Sunday Pictorial," about the resulting constraint on England's control of the seas around the British Isles, referring to the U-boats creating a magic girdle (Magischen Gurtel) around England, which becomes the title for the film. In the first part, Captain, Lothar von Arnauld de la Periere of the German U-boat UB-35, stands in a skiff as he is rowed out to his submarine. He exchanges salutes with his officers, as he boards the U-35, nestled against a German ship. He gives the order to cast off the lines and proceed half power in reverse. The crew scrambles to get underway. German sailors on the nearby ship watch from her railings. Sailors use a long pole to help move the submarine away from the ship. Officers and men on the ship wave as the U-boat pulls away. Views from the submarine deck as it moves on the surface of the water heading toward the Mediterranean Sea. Film 'The Road to the Wall' depicts the rise of communism in Russia, Eastern Europe, China and Cuba. Opening scene shows a newly build section of the Berlin Wall, early in its construction period, and a line of German people viewing the newly built wall between East Germany and West Germany. Historical retrospective shows various scenes of refugees in various countries (China; somewhere in Europe) walking on roads and uphill with baggage in hand. Communist troops march. Scene shifts to U.S. President Woodrow Wilson signing papers his his desk at the White House, Washington, DC. Next, Red Cross women are seen serving coffee into the mess of American soldiers about to embark for Europe. Another Red Cross woman carries a basket of baked goods. The soldiers are checked off by officers at the pier, and then embark on a troop ship.
