Delegates from 51 nations meet for Convention on International Civil Aviation in Chicago.
Scenes from the first International Civil Aviation Conference (ICAO) in the city of Chicago, Illinois. At the invitation of the United States, delegates from 51 nations arrive to begin drafting and concluding the Convention on International Civil Aviation (Chicago Convention), including discussion on freedom of aircraft traffic in the world's aviation routes. Opening scene shows the Stevens Hotel at 720 S. Michigan Avenue, Chicago, United States, with automobile traffic driving past it on the street. Delegates from 51 nations are seen entering the hotel Grand ballroom, being monitored by U.S. Army Military police, as they enter. View from inside the ballroom as delegates enter. Some are seen standing around a globe of the world, discussing the transfer of military air routes back to civilian operations, in the future after the end of World War 2. Assistant Secretary of State, Adolf A. Berle Jr., Head of the U.S. delegation, delivers a brief welcoming speech, on behalf of President Roosevelt, from a podium behind which flags of participating nations are displayed. He speaks of the importance of freedom of air space, noting that closed air space can lead to war. He says that the air which God gave to everyone, should not become the means of domination over anyone.

He steps from the car and is greeted by Nazi officer as he climbs steps. An armed sentry stands by the door. Vidkun Quisling is escorted inside, by two cabinet members. Hitler enters the room and greets Quisling warmly. Quisling presents Hitler with a model of a Viking ship. (World War II period).

Lieutenant General Lauris Norstad, Commander in chief, U.S. Air Forces Europe, and Commanding general of the Allied Air Forces in Central Europe, descends a long ladder to the ramp. He is greeted by A Dutch Air Force General and poses with other NATO Air Forces officers. He is briefed by a NATO officer, and then surrounded by reporters who interview him. Allied leaders Franklin D. Roosevelt, Winston Churchill and Joseph Stalin sit together during the Tehran Conference in December 1943. Exiled Allied leaders such as General Charles de Gaulle of France, Queen Wilhelmina of the Netherlands and Dr. Edvard Beneš of Czechoslovakia inspect Allied troops. Various Allied troops from Poland, Norway, England, United States, and Czechoslovakia prepare to launch an invasion in France. Eisenhower along with other officers plans the European invasion. Allied ships and aircraft on their way to Europe. Allied bombers drop bombs over Nazi German U-boats. Naval battle begins and explosions occur, smoky docks. In England war supplies unloaded. Supplies include weapons, military equipment, and food. A tank and locomotive trains being loaded into a ship bound for Europe. Allied aircraft take off at night. A man directs an aircraft taking off. Allied bombers bombard German targets resulting into fiery flare in Europe. British children playing jump rope as a supply train pass by in the background.
